    Can you use .207 X 1-3/4" X 22" to replace .207 X 1-3/4" X 23" tension springs?

You could. 1" isn't going to make that big of a difference. It's optimal to use the exact spring length but 1" shouldn't hurt. Since it's a little shorter it may be a little "hot" off the floor (wants to open a little faster) and "dead" in the head (door may want to drift closed a little). You also may lose a little cycle life - it may drop it from 10k cycles to 9k cycles.

That being said you should be fine. Very Happy

Tension or extension springs are designed to become longer under load. Their turns (loops) are normally touching in the unloaded position, and they have a hook, eye or some other means of attachment at each end.
