Steel Rod the Tensioner goes on. Empty Steel Rod the Tensioner goes on.

I have a 20' garage door.  The 1" steel rod the tensioner's go on suddenly cut off at the left about 4" from the end. It appears the bolt which holds the pulley acted like a pipe cutter and cut it off. The right side is higher because it still has tension. The right is 3 feet from the garage floor and the one on the left is 2 feet from the floor. Question where can I get a pipe that size. The door is 20 feet wide. Also the rollers on the right are out of the track. The back of the door needs to go about 4" to the right. Question: How do I release the tension on the Right pully? Naturally with the door being up 3 feet it is difficult to get to the bolts which hold the pulley to the rod to release it. It appears I will have to get the door completely closed to be able to replace the broke rod. I would greatly appreciate any suggestions on how to resolve this issue.
